Eagle Scout is the highest achievement attainable in the Scouts BSA program of the Boy Scouts of America. Since its inception in 1911, only four percent of Scouts have earned the Eagle rank. To do so, Scouts must demonstrate their understanding of leadership, service, character, personal fitness, and outdoor skills at multiple levels. In addition to the twenty-one merit badges required to earn the Eagle rank, each Scout must compete an extensive service project that he plans, organizes, leads, and manages. The Scout must demonstrate Scout Spirit, an axial attitude based upon the Scout Oath and Law, service, and leadership.
